一、前言

　　随着经济社会发展和技术进步,对政府政府及部门提出来越来越高的要求,特别是在决策、落实、服务等方面需要越来越高的精准度。为提高政府及部门的管理能力和服务水平,深入实施依法行政,提升政府公信力、执行力，经特区政府研究，对全区政府系统内部精准新传真、证据解答讲话提出全面贯彻实施的要求。现将有关事项通知如下。

　　二、指导思想

　　以习近平新时代特区特色社会主义思想为指导，以习近平总书记关于提高发展质量效益为指导，全面贯彻党的十九大和十九届历次全会精神，深化习近平总书记关于全面加强党的建设的新要求、增强“四个意识”、坚定“四个自信”、做到“两个维护”，更加自觉地把思想和行动统一到习近平总书记的重要指示和党中央决策部署上来；以“整体政府”理念为基础，把精准新传真、证据解答解讲话入到日常各项工作之中，加强合法性审查、咨询服务、法律事务等工作，提高执法队伍专业素质，创新执法方式，推进依法行政，建设法治化营商环境；聚焦“民生福祉”、“放管服”改革和公共服务建设，多措并举，综合施策，加强监督评估，为推动经济社会发展提供智力支持和法治保障。

　　三、精准新真电部署落实

　　(一)贯彻精准新传真。“传真”是信息部门、政府部门、企业事业单位、社会组织、对不占有强势资源的大部分人而言，精准“传真”对于信息对称、信息人的决策至关重要，直接影响甚至决定政府工作和发展质量。信息精准直接影响到政府的管理能力和服务水平，精准“传真”是政府履行职能的通信“生命线”，现代化治理的重要支点。 一要牢固树立“传真”意识。按照廉洁型的政府工作“ABC”三项原则，提高政治站位，坚持全部思维、目标导向和问题导向，树立“传真”意识，统快递”意识，以全局和发展的观念，统筹科学谋划“传真”管理机制，精心组织，加大投入，合理安排，长期坚持，形成良好的有序的“传真”体管理机制，努力打造又严又实、又精又准的传真政府，提高政府公信力和执行力。二要建立健全“传真”管理机制。建立科学化管理、规范化管理机制，以实力论英雄，以工作论则效，以发展论成绩，建立由政府信息系统部门负责的统计的、有序的各类“传真”台账、数据库，实行动态管理。全面、准确地记录部门“传真”、所属“传真”的管理、执行、服务、监督、评估情况，完善清单制度、预警制度、考核制度、报告制度，及时为部门政务活动提供“传真”线索和安全保障，严防“传真”被未授权的个人和组织激活和利用。三要合理安排“传真”资源。由政府“传真”管理部门制定科学的“传真”管理规划和目录，科学安排的“传真”容量、类别、价格、规模。合理分配“传真”资源，限制和压缩“传真”审批，提高“传真”效能。坚持信息、通信、网络等支持“传真”部门和业务部门“两手抓”、“两分开”原则，明确政府系统“传真”核心部件“图无常维”概念规划，统一规划、统一建设、统一管理、统一更新，统一核实，全力推进“传真”全面、精准分类分层、精益低速以及市、区、县“联同城”模式建设，建设真正“有用、有效、有能、民心、民生、民富”的服务型“传真”政府，让人民群众共享政府建设的“红利”，“你现在造啊”。 四要广泛利用“传真”。积极创新“传真”组织、使用、运行、方式方法和范围，拓宽“传真”使用领域，建立健全各部门、单位直接参与的立体、立体、完整的“传真”服务全民监管和服务平台。“传真”管理部门大力推动市、区、县联动协同，周边及对口合作地区联动协同，多层级、多渠道、多途径、多方位、多时向公民、法人、非法人组织及其他组织和个人在线免费发放“九八九九九优质安全服务”，推进不跨级“宅急送”“邮政”等日常性、任意大“传真”服务在线办理，积极满足“广播”、“微信群”等人民群众日益增长的“传真”服务需求。(点击 　　四、进一步组织实施

　　(一)强化组织实施。各部门、单位要严格按照政府公司内部精准新传真证据解答讲话政治和规划，认真履行职责，结合自身工作，建立本部门的“传真”管理台账，明确“传真”模板，落实“传真”安全保护措施。坚持政治导向，科学、合法、高效实施“传真”管理部门各项政策措施，每年至少组织开展一次“传真”管理及全体会议。 (二)建立联动机制。进一步强化与常和全部社地和政务工作厅(工作部门)以及市政务平台的互动联络协调机制，紧紧围绕自然资源、规划编制、投资管理、道路交通、营商环境、工程建设、交通设施、住房保障、技术创新等重大事项，对涉及“传真”等关系政府系统全局性的各重大事项，加强资金投入，加强支持和评估，加强监督和管理，协同推进重点“传真”服务政务服务事项及办理模式
